Due to the formation of the common customs territory, which includes Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan (Customs Union), a common system of Technical Regulation and General Technical Regulations of the Customs Union was created (TR CU).
Compliance of products released into circulation with requirements of TR CU – under which these products come – is confirmed in the form of a Declaration (a TR CU Declaration is issued) or CTR Certificate (a TR CU Certificate is issued). In both cases, experts from accredited by the Federal Service for Accreditation (RusAccreditation) authorities carry out a number of conformity assessment works.
Certificate of Conformity to Technical Regulations (TR CU Certificate ) is a document confirming the compliance of products with the requirements of the Technical Regulations in force in the territory of the Customs Union. Compared to the Declaration, the TR CU Certificate is drawn up by the Certification Authority using a special form.
Products in respect of which compliance with the Technical Regulations of the Customs Union has been confirmed are marked with the Certification mark of the Customs Union:
TR CU Certificate can be issued on a Manufacturer of products if he is located on the territory of the Customs Union. If a Manufactureris not located on the territory of the Customs Union, he cannot act as an Applicant when drawing up TR CU Certificates and Declarations. All interests of a foreign Manufacturer are represented by the Applicant registered in the Customs Union, and he is also responsible for the quality and safety of products supplied to the Customs Union.
